"body": "## Summary\n\nFixes ENG-202 by carrying an explicit `system_untouched` signal from the native rebuild/apply flow into the widget overlay.\n\nThe overlay now shows `No changes were made to your system.` only when the backend can prove the failed apply path did not change system state.
