"body": "## Summary\n\nFocused replacement for the Storybook/CI portion of #345. That PR was green but mixed with unrelated `src-tauri` / evolve changes; this PR keeps the scope to Storybook workflow, runner, snapshot-policy docs, Vitest Storybook setup, and the small editor-panel snapshot stabilization needed for deterministic snapshots.\n\n- Skip heavy Storybook build/deploy/snapshot work on PRs with no frontend, shared UI, Storybook, package, styling, or toolchain changes.\n- Keep Storybook preview and snapshot checks for relevant UI/package/toolchain changes, with clearer skipped-job summaries.\n- Make the Storybook runner less brittle with smaller batches, bounded timeouts, and per-file timeout retry.\n- Exclude the known headless-incompatible 3D mascot story from automated snapshot runs at the Vitest project level, remove its committed `.snap`, and keep the story available in the Storybook preview.\n- Relax Danger's new-component story nudge so aggregate same-directory stories count, reducing ceremonial Storybook noise.\n- Document the committed-snapshot workflow so snapshot drift remains explicit and reviewable.\n\nPre-PR Claude Fable 5 review was run at `xhigh`; accepted findings were applied before opening this PR.\n\n## Relationship to #345\n\nThis PR supersedes the Storybook/CI slice of #345. #345 is now closed with a pointer here so reviewers do not have to choose between two overlapping PRs; the unrelated `src-tauri` / evolve work can be re-extracted separately if still needed.\n\n## Test Plan\n\n- [x] `bun install`\n- [x] `ruby -e 'require \"yaml\"; YAML.load_file(\".github/workflows/storybook.yaml\"); puts \"yaml ok\"'`\n- [x] `actionlint .github/workflows/storybook.yaml`\n- [x] `bunx tsc --noEmit --ignoreConfig --skipLibCheck --moduleResolution bundler --module esnext --target es2022 --types node dangerfile.ts`\n- [x] `bunx tsc --noEmit --ignoreConfig --skipLibCheck --moduleResolution bundler --module esnext --target es2022 --types node --allowImportingTsExtensions apps/native/vitest.config.ts`\n- [x] `git diff --check && git diff HEAD --check`\n- [x] Simulated Storybook gate paths: backend-only skips; frontend/shared UI/workflow/scripts/style/toolchain/config paths run.\n- [x] `bun --filter native test:storybook -- --list | grep -F 'NixmacMascot3D' || true` confirms the 3D mascot story is excluded from direct Storybook Vitest discovery.\n- [x] `bun --filter native test:unit` - 22 files, 114 tests.\n- [x] `bun --filter native build-storybook`\n- [x] `bun --filter native test:storybook:ci` - 50 story files across 25 Vitest processes, 0 failed stories.\n- [x] GitHub `Storybook Snapshot Tests` passed on this PR in 5m38s.\n\n## Docs\n\n- [x] Docs updated: README Storybook snapshot policy\n- [x] No companion darkmatter/nixmac-web docs update needed",
